Cole MacGrath

Cole was a humble bicycle courier, until the explosion that destroyed half of Empire City left him with incredible electrical powers. But the disaster has forced him to confront difficult moral questions. As he watches his hometown fall apart in the aftermath of the blast, he finds himself torn between competing factions - some offering salvation, the others damnation.

Will Cole prove to be the city's deliverance ... or its downfall?

Zeke 'Jedidiah' Dunbar

Cole's best friend, Zeke has a taste for scare stories and conspiracy theories - not to mention a deep distrust of the government, something which only increases after the disaster. As chaos envelops Empire City, Zeke comes to believe that it's every man for himself...

Trish Dailey

Cole's girlfriend Trish is smart, beautiful and loving - but even her fierce loyalty cannot survive the tragedies of Empire City. Blaming Cole for the death of her sister in the same blast which gave him his powers, the heartbroken Trish uses her experience as a trained medic to help those still trapped within the city's shattered and quarantined walls.

Moya Jones

Moya is an FBI agent who serves as Cole's eyes and ears in the city, feeding him information to help restore civil order - but her motives are not entirely selfless...

Dallas

Known to the scared citizens of Empire City as The Voice of Survival, Dallas is a constant presence in the abandoned metropolis with his pirate television broadcasts. Offering both helpful information and propaganda aimed at undermining Cole, Dallas is not just a mouthpiece of survival - he's also one of shifting morality as well.

The Reapers

Comprised of street-level punks, junkies, and drug dealers, the Reapers quickly seized control of the Neon District in the days after the blast. Spewing black vomit and gunning down anyone that crosses them, most Reapers are armed with traditional weapons, but some have manifested powers of their own and are extremely dangerous...
